I like to think that programmers have the edge in playing lottery games. The reason is that you can write a program to test systems against history. You can also optimize settings for systems. For Pick 3 and Pick 4 games, I am using a variant of Chris Malcolm's system. You can look at number frequencies over some period in the recent past. You can then look at the last winner and determine the ranking of the numbers. You have to calculate frequencies up to the last game prior to the pick you are checking. Recalculate frequencies up to the last game, then, and use that to generate a 50 cent pick for succeeding games. Do that for the last dozen or so games and then use those going forward for some period of time. You are likely to see some winners.
I am now using Ken Silver's system for the Texas 5/37 and 6/54 games. I am actually using his "Pro" system for 6/54. The first time, it generated a 4/6 winner, which is better than I have done in the past. I have a link to his stuff if you are interested in checking it out. Yes, I get a cut if you ended up buying. I bought and am now hooked.
